TableOfContentsFilter causes Externalizer to not work as expected

Bug Report

Current Behavior
Content that is being sent to Adobe Target is incorrect as the ToC Filter is not preserving the original content. If we disable ToC filter (com.adobe.cq.wcm.core.components.internal.servlets.TableOfContentsFilter) then the content is correctly generating.

Expected behavior/code
Preserve the content that is being returned and do not overwrite it with incorrect content

Environment

• AEM 6.5 SP20+
• Core Components version (e.g. 2.20.8+)
• JDK 11
