App Build action flag doesn't warn if the action doesn't exist #698

Expected Behaviour

Running aio app build -a doesnotexist should warn the user that the action doesnotexist was not found and could not be built

Actual Behaviour

Just a simple info message is logged ..
ℹ No actions built for 'dx/excshell/1'

Reproduce Scenario (including but not limited to)

Make up an action name that does not exist, and run
aio app build -a doesnotexist
