debugging plain js is not hitting breakpoints

Expected Behaviour

Can debug in vscode and hit breakpoints in js actions

Actual Behaviour

cannot

This needs to be documented, all the steps.
.vscode/launch.json needs to be included in app template
webpack-config.js should also be part of template
