Add action to check that hub.md conforms to expected pattern

Currently there is no check that `hub.md` matches the required pattern. This will cause the action to fail if it runs when pushed. There should be a new action added that does a check ensuring that the `hub.md` can be properly parsed, contains some basic and appropriate properties, and has body content.
