As an author I would like the ability to open my current document in Universal Editor so that I can have the full WYSIWYG experience.

Criteria of acceptance

1. Expose quiet editor button (similar to version history) when an org is configured for UE.
2. Lazily loads bits required so editor performance is not impacted.
3. Intelligently (within reason) determine the correct DX org based on existing DA org config.
4. Ensure that hash changes (page to page) picks up the new URL.
