[bundler] add option for cwv biased downsampling

[maxakuru]

• make downsampling deterministic
• add ability to avoid dropping bundles that include cwv events, keep these bundles' weights the same
• create aggregate-cwv.json alongside the defaults

initially introduce this as a parameter, to avoid clearing all aggregates and creating bundles that are too big
