Accessibility: text under picker placed in a table is not read by VoiceOver

Any text placed under a picker (or a combo box) which is placed inside a TableView/row is not read by VoiceOver

🖥️ Steps to Reproduce

We have an existing table with rows that have Pickers and Combo Boxes inside. We are tasked with adding a line of text under one of these.

I am aware of the HelpText for the Picker/Combo Box (1), however, our text is informational for the entire cell, not just for the Picker or Combo Box. Thus, we have opted to place the text as its own component.

Note that a VO user can use Control + Option + Arrow keys to navigate through the DOM nodes like shown below and thus get to the text under the picker:

Now, whether focusing the cell itself via just the arrow keys should announce the text is a good question, I'm not entirely sure what the prefered navigation method of a VO user would be but I imagine it is using Tab and/or the VO shortcut + arrow keys as shown above. Also keep in mind that a Picker in a TableView already has a slew of keyboard accessibility issues as fixed via #5878, but ideally we'd have "edit mode" in the table that would disable all interactive elements in the table.

@LFDanLu thanks for your answer. Your demo is interesting as it shows the elements navigated via VO to be "surrounded" by the bold border box, something that I am unable to do via the default VO configuration (all I get is the blue thin border from the non-VO navigation system).
