Fix not-allowed Cursor on empty DragSortList

Issue reported in #28 persists on Windows when you're dragging an item into an empty drag-sort-list. That's because the fix for issue #28 in PR #29 only applies when you're dragging a drag-sort-item over another drag-sort-item.
