Support cloning arctic material and copying to a directory outside of workspace

At the moment, there is a separate job/task to put arctic material on test nodes. This can cause issues if that has not been done ahead of running tests that expect that material to be on machines. It would be better to integrate that step into the test pipelines.

This issue is to investigate using VENDOR_TEST_REPOS/VENDOR_TEST_BRANCHES/VENDOR_TEST_DIRS for pulling in arctic test material/recordings as part of a test run.
