manifest: Revert ext adv discard handling in sdk-zephyr

Revert the extended advertising report discard feature in sdk-zephyr
and the SDC HCI driver integration to avoid corrupted advertising
reports under buffer pressure (NCSDK-39888, zephyr#111388).
