Mirror repo in Azure and migrate pipeline to Azure DevOps

Feature Request

• Mirror repo in Azure this will minimise amount of storage we are using
• Migrate pipeline to Azure DevOps, this will save on the data packs we have to have when pulling GITLFS to Travis.
