branch 0.14 reports openstack instances in pending state

as per dicussion on #aeolus, the version of deltacloud-client included in conductor branch 0.14 does not generate public_addresses method if the <public_addresses> tag is emtpy

this produces an error and as consequence the instances deployed on openstack are seen as 'pending'
