Creating UPS service times out instead of returning #127

Bug: When you create a UPS service using the CLI the command will time out instead of returning when UPS is available
How to reproduce it: run mobile create serviceinstance ups -p projectNumber=$androidProjectNumber -p googlekey=$androidServerKey --namespace $projectName
