(optionally) add github-action to run tests

some devs might want to have a github action included in the initial scaffold to run their tests. not sure if it should be included by default. but having the option would be good I think

maybe we could generalize it by providing a flag for the CI environment of choice and then add additional environments based on requests. but I agree that it's definitely not sth. important. personally I would like to have it

we can start feature overload again in aeproject, but last time nobody used all the specific features
