Reminder: restore MSStore CLI pin for the main build

Follow-up reminder for #5388.

The current production/main release path should use the newer MSStore CLI pin, v0.4.2. The developer test-flight path from #5346 intentionally remains on the older v0.4.1 pin. Do not treat the flight path as evidence that the production pin should be downgraded.

After the test-flight work, verify that the main/tagged release workflow is still pinned to v0.4.2.
