[Docs] Fix responsive behavior of city on docs home page

Describe the bug

Due to the responsive behavior, sometimes the city buildings overlap with the tagline on the MKDocs home page.

We should adjust the responsive behavior (tile image at some breakpoint, etc.) so that this doesn't happen.
