[Refactor]: Use regsync as a go package

Problem Statement

The regsync implementation requires regsync as a binary which not preferable for dirctl daemon mode.

Proposed Solution

Integrate regsync as a go package into reconciler and refactor any deployment if needed.

The regclient package doesn't have an API for regsync, so this is not as straightforward as it looks

How important is this issue? I'm not sure it's worth doing hacky workarounds for this

We could reach out to the regclient maintainers and ask if we can contribute an API for this?
