[Bug]: Edit Policy Page Shows "Unknown Task"

Bug Description

When a policy is created for the MCP and assigned to an A2A agent with one of the MCP tasks selected, attempting to edit the policy and reassign it back to the MCP results in the tasks field being displayed as "Unknown".

Expected Behavior

It should only show "Invoke A2A agent".

Steps to Reproduce

Reproduction steps:

1. Create two badges: one for the Weather MCP server and one for the A2A agent.
2. Create a policy and assign it to the A2A agent, selecting the get_weather task, which is one of the tools of the Weather MCP.
3. Navigate to the Policies page by clicking the "Policy" button in the sidebar, and attempt to edit the policy you created earlier.
4. Attempt to assign that policy to the MCP server.
5. Observe that the tasks in the UI are displayed as "Unknown".

@shanchunyang0919 thanks for opening this, we should pick up a fix:

• either make the "Assigned To" field unchangeable,
• or somehow reset the rules on change.
