Tart offers a one stop shop of VM creation/run, IaC through their packer plugin, and OCI image push/pull. It is a nice starting point for anyone entering the field of using MacOS VM for the daily development and CI/CD.

Can you add Tart as an option and let end user to choose/configure whether Tart or macosvm is used?

Hey,

macosvm is not a requirement, you can use any Virtualization.framework compatible tool to create virtual machine images. Whether it's tart or something else, all you need is disk image and it's keys at the end to package into oci image.
