Fix: Remove special characters from Hub site links

The links for UDOT Mile Reference Posts are broken in the SGID Index because the URL is built with parentheses, which I believe is based on the Hub item name: "Physical Location of Reference Post (RP) Open Data." However, it looks like Hub removes the parentheses when creating the URL, other special characters might get the same treatment:

• Wrong URL that the index builds: https://opendata.gis.utah.gov/datasets/uplan::physical-location-of-reference-post-(rp)-open-data/about
• Correct URL for Hub site: https://opendata.gis.utah.gov/datasets/uplan::physical-location-of-reference-post-rp-open-data/about

(This is also one of those items hosted as a MapServer, so our SGID Index link directly to the Feature Service as a FeatureServer, is incorrect, too)

The product page for Mile Reference Posts has the correct Hub site URL and feature service URL, which it builds from downloadMetadata.ts
