Enhancement: SGID Index - link "shelved" layers to AGOL item instead of Hub page #3131

Issue description
Right now we have "Shelved" items showing up in the SGID Index with links to dataset's Hub page/time. However, shelved items aren't share with Hub, so we need these links to go to the data layer's AGOL item. We could use "indexStatus = live" and "refreshCycle = shelved" as filter for the items that should have an AGOL item link.
