Map Data Clustering

User Story

As a user, I would like the default map view to show offender density-based clustering, with associated number of records per cluster. As I zoom in, I would like the density clusters to change based on on the zoom level.

Details

• Four colors for density "bins"
• red = high
• orange = medium high
• yellow = medium
• green = low
• Same number of zoom levels as UVC app
• Filter widget open by default

I am going to punt on clustering until the 4x js api supports the functionality and continue with a 4x js implementation. It should be coming this calendar year. We could do a vector tile or something goofy if it doesn't come soon enough.

Zoom levels are derived from the base maps so that is ✅
