check the master page issues in admin

To Reproduce
Steps to reproduce the behavior:

[domain]/#/cities/list

1. Overall Getlancer.
2. Login as admin.
3. Go to master.
4. Check the below-mentioned issues in masters page

• Master - cities - Without giving the value to click submit button, need validation message in country and state field

• Master - states - Without giving the value to click submit button, need validation message in the country field

• Page - create page - content field, need "required" validation message

• Translation - Without selecting language also, translation added successful message is displayed. But created language is not displayed.

Create translation - We give the from language and to language also, created language is not displayed.

• Master - language - ios2 and ios3 field accept the maximum character (2 and 3 characters only). So need validation message in those two fields

we give more than 2 or 3 characters, language is not created and error flash message also not displayed
