`fme` version in environment can't launch some runs

The fixed-CO2 evaluations use a configuration option (loader.dataset.overwrite) that was added after the fme==2024.9.0 release. For our future reproducibility we should probably make another fme release (via ace I guess?) after this option was added but before recent refactors, and update the ace2-paper environment pin to that.
