Any objections to me starting some sphinx docs for this repo? The README is getting pretty long, ~~and doesn't have a clear end-to-end description of how to configure with fv3config and then run the model.~~

Edit: it does have an end to end description...would be nice to modify it to use the command line `write_run_directory`
