Parallelize LocalEnvironment

Just started my first Machetli experiment :) Very easy to set up, I like it!

I just have two suggestions: it would be really cool if the local environment was parallelized (via the subprocess module) to make good use of multi-core machines.

Sounds good. We also might want to look into using a finished solution for the parallelization. SMAC uses Dask for example which offers a common interface for parallelizing tasks locally and on a slurm cluster.

Unfortunately, progress on Machetli has been slow as we don't get around to working on this often, so it might be a while until we get around to it.
