display quorum as percentage, threshold as approval

I like this little visual it gives me a quick view of the proposal, but having Status: Failed red next to Quorum: Passed green made me double-take.

I propose we change it to the % and can make the text green or red depending on how it compares to quorum? e.g. for the pictured proposal it'd be: Quorum: 20.2% with green text.

We are also using approval in place of threshold in the Discord notification and other spots. We could change that part to be Approval 0.0% and make the text red since < 66% to match pattern with quorum.
