Render ampersands in journal options #210
Description
In pull request #209, journal names "Communications Earth & Environment" and "Nature Reviews Earth & Environment" were added that contain ampersands that are in HTML code form (&). This is due to the DOI info JSON returned for articles in these journals using the ampersand code in the journal title, which is extracted from the element container-title.
The ampersand currently gets displayed in code form in the drop-down menu for journals in the article submission form. I think we should make this code display as an ampersand.
