Scroller being rendered on top of a dragged item

Right now the scroller will be rendered on top of the dragged item. As edwloef mentioned on discord:

the scroller will always render on top of the stuff inside the scrollable, but under any overlays

Maybe it'd be worth making the dragged item into an overlay?
