A "Kicad Step-up" like facility is necessary for testing mechanical DRC in a 3D application (FreeCAD in this case).
A general purpose tool for this purpose would be a FreeCAD macro that reads a "Pick and Place" file to generate the 3D PCB model. If a Pick and Place file can be re-generated by FreeCAD after moving the PCB components, then any component movements would be reflected back to the aeCAD project.
