Promotion roles tied to stages

In a pipeline with integration, scale, staging, and production stages, we want to enable service teams to promote services freely across these environments, except for production stage. For the production stage, we have a dedicated team responsible for the final promotion.

Is it feasible to create promotion roles that are applicable only to specific stages?
