Incoming messages from new users without prior chat history are not webhooked

Hi team,
I'm using the go-whatsapp-web-multidevice project and encountering an issue where incoming messages from users who have no prior chat history with the account are not being webhooked. This means that the first message from a new user is not triggered via webhook, and only subsequent messages (after sending a message from my side) are received.
Is there a way to force sync for new chats or enable webhook for first messages from unknown users
