Upgrade package to support RxJS v8.0 #36

Hello,
It would be an improvement for backoff-rxjs to support RxJS v8.^ and v7.^.
I haven't faced any compatibility issue, so I think this is just a matter of updating the package's dependency so that it wouldn't issue a warning for incorrect peer dependency.
