Characters with high tech aptitude cannot benefit from healing salves #94

It's probably more complicated than this, as Vollinger seems to be immune to the restore life (a tech item to resurrect) as well. I am attaching a save file to illustrate, you can use one of the healing salves on Vollinger and see that it fails. Could it be that these items are misclassified/or the magick-tech balance has some bugs in it?
