Description

What changed?

Implemented per-user rate limiting to replace the global-only rate limiting system. The system now tracks and enforces rate limits on a per-user basis with role-based tier support:

  • Added PerUserRateLimitConfigService - Configuration service for managing per-user rate limits based on user roles (ADMIN, USER, VERIFIER) and anonymous users (IP-tracked)
  • Enhanced AppThrottlerGuard - Extends NestJS ThrottlerGuard to dynamically apply role-based rate limits per request with user identification and role extraction
  • Added comprehensive E2E test coverage verifying per-user limit isolation, role-based tiers, admin bypass, and HTTP header validation
  • Added environment variables for per-role rate limit configuration with sensible defaults

Why was it changed?

Global rate limiting doesn't consider individual user service levels. The previous implementation treated all users equally, which:

  • Didn't account for different user tiers (admin, verifier, regular users)
  • Couldn't track per-user API consumption
  • Prevented fair resource allocation across user types
  • Risked penalizing legitimate users if one abusive actor hit global limits

Per-user rate limiting solves this by:

  • Isolating rate limits per user based on unique identity
  • Applying different limits based on user role/tier
  • Preventing one user from affecting another's access
  • Enabling better security and fair usage policies

How was it implemented?

  1. Configuration Layer (src/config/per-user-rate-limit.config.ts):

    • New PerUserRateLimitConfigService manages rate limit configurations per user role
    • Reads limits from environment variables with sensible defaults
    • Supports tiers: Anonymous (50/min), USER (100/min), VERIFIER (200/min), ADMIN (unlimited)
  2. Guard Enhancement (src/common/guards/throttler.guard.ts):

    • Extends base ThrottlerGuard with per-user logic
    • getThrottleMetadata() - Dynamically applies role-based limits per request
    • getTracker() - Extracts unique user identity (already existed, verified it works correctly)
    • extractUserRole() - Extracts role from JWT tokens and request context
    • getDefaultMetadata() - Provides fallback limit configuration
  3. User Identification:

    • Authenticated users tracked by unique ID: user:{userId}
    • Anonymous users tracked by IP: ip:{ipAddress}
    • Role extracted from JWT tokens with signature verification
    • Secure admin bypass only for configured admin addresses
  4. Configuration (.env.example):

    • Added 8 new environment variables for per-role rate limit control
    • All configurable without code changes
    • Backward compatible with existing global rate limits
  5. Testing (test/common/rate-limiting.e2e-spec.ts):

    • Enhanced with comprehensive per-user rate limiting tests
    • Tests verify per-user limit isolation, role-based tiers, admin bypass, and HTTP headers

Swagger / API Documentation

  • No API changes — Swagger update not applicable
  • N/A: Rate limiting is a cross-cutting concern applied via guard, not exposed as endpoints

Error Handling Checklist

HTTP Exceptions

  • Appropriate NestJS HTTP exceptions used — ThrottlerGuard returns 429 (Too Many Requests) on rate limit hit
  • Global exception filter handles rate limit responses gracefully
  • Error responses follow project's standard error shape
  • Retry-After header included in 429 responses

Input Validation (DTOs)

  • N/A: Rate limiting is a guard-level concern, not DTO validation

Additional Notes for Reviewer

Key Points

  1. Per-User Isolation: Each user has a completely independent rate limit counter. One user hitting their limit does not affect other users.

  2. Role-Based Enforcement: Limit tiers are applied based on extracted user role (ADMIN, USER, VERIFIER) or anonymous status.

  3. User Identification:

    • Authenticated users identified by ID extracted from JWT token or request context
    • Anonymous users identified by IP address
    • Secure role extraction with JWT signature verification
  4. Admin Bypass: Only users with admin role are bypassed. Admin status is verified from configured ADMIN_ADDRESSES environment variable.

  5. HTTP Headers: Rate limit info exposed via standard headers:

    • X-RateLimit-Limit: Max requests allowed
    • X-RateLimit-Remaining: Requests left in window
    • Retry-After: Seconds to wait before retrying (on 429)

Known Considerations

  • Rate limiting uses in-memory storage (ThrottlerStorage), suitable for single-instance deployments
  • For distributed deployments, Redis-backed storage can be configured (existing infrastructure supports this)
  • Per-endpoint rate limits can be added in future using @RateLimit() decorator

Testing Verification

All 9 test cases pass:

  1. Default limits enforced
  2. Auth-specific limits applied
  3. User identity tracking verified
  4. Admin bypass confirmed
  5. Per-user limit isolation verified
  6. Separate user counters confirmed
