How to bump Go version?

From my perspective, the following steps should be followed:

1. Modify the Go directive in the go.mod file of the main module and the nested modules (i.e., test, pkg)
2. Run go mod tidy respectively in the above three modules
3. Run make vendor in the root directory
4. Upgrade golangci-lint to the latest version
5. Run make lint and make check-dependency-licenses in the root directory
6. Update go version in all github workflows under directory .github/workflows
