 我们这边配置更新时，遇到了aggregator队列满卡死【flusher连接的endpoint服务挂掉、网络差等, 导致flusher IsReady为false或者发送卡住】：ProcessControl， AggregateControl这两个地方都可能无法退出 是不是需要p.LogstoreConfig.FlushOutFlag = true前移
