helios.Dockerfile and requirements-without-rslearn.txt updates #198
Description
Now that we are pinning to 0.0.3 we should not need requirements-without-rslearn.txt.
helios.Dockerfile can be updated to use requirements.txt (and maybe also uv pip install), requirements-without-rslearn.txt can be deleted.
