Create better ux for gas estimation

Summary

Currently we don't have a clean way to help users with how gas prices are fluctuating on a chain. It would be nice to be able to provide a user friendly interface which helps with understanding transaction costs. This will also help in estimating revenues in fee across various chains.

Problem Definition

Improve the user flow and available metrics for gas prices and transaction costs. We should be able to provide the necessary information to serve on a web ui like the eth gas station(https://ethgasstation.info/)

Proposal

We need to get gas-prices on chain, which can be done only for validators as of now. We need to make gas price of validators on chain(stored as part of validator information) rather than the current off chain value set on a node. We can offer apis to give metrics on gas usages across various transaction at a later stage.
