[Feature] Add helper for eth_estimate gas

Describe the feature you would like

gas estimation is super cursed

so cursed that we currently maintain at least 3 impls:

ideally with have at least part of this logic encapsulated in some reusable helpers

tho unsure if this is even feasible

the reth impl is the most accurate one and should probably use as reference impl, if possible

I'm almost sure extracting minimal gas limit binary search logic is possible.

Not addressed, but not sure to provide smtg worthy for the moment. Maybe i’ll think about it again later.
