Bump @tootallnate/once, jest-environment-jsdom and jsdom

Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependencies [@tootallnate/once](https://github.com/TooTallNate/once), [jest-environment-jsdom](https://github.com/jestjs/jest/tree/HEAD/packages/jest-environment-jsdom) and [jsdom](https://github.com/jsdom/jsdom). These dependencies need to be updated together.
