[Review] Asset Path Helper Issues

A number of isues/PRs are around relating to the asset path and relative links etc. This issue links them all so they can be tackled together

• Calculate redirects as relative paths when site is configured to use relative links. #335
• Make GOV.UK Frontend assets paths work with http prefix #292
