Add retryTimeoutMs parameter for SmartWss to BasicClient and Clients that inherit it #316
Description
Currently, SmartWss has a hardcoded _retryTimeout value of 15000ms.
I made changes that allow to send this parameter in the consructor of an _Exchange_Client, and that dont disrupt the current behaviour
