[Feature Request] - Update `libfabric` to latest

Is your feature request related to a problem? Please describe.

• Currently libfabric is using 1.14.0 which is from Nov of 2021. There are a number of fixes and improvements that have gone in to libfabric for use with AWS EFA (ref) but are not available in 1.14.0

Describe the solution you'd like

• Update version of libfabric to latest 1.19.0 (or whatever the latest may be at the time this is implemented)

Describe alternatives you've considered

• Installing from source but this makes it more challenging in containers due to build/compilation dependencies
