Build _jll package for easier distribution within the Julia ecosystem? #24

I have noticed the (unregistered) AOCL_jll.jl package. However, at this moment, only BLAS and LAPACK are included. Would it be nice if AMD could directly provide something like AOCL_LibM_jll.jl? That would help a lot the adoption of AOCL within the Julia ecosystem, as with a _jll package, package developers can take a dependency on them and get them installed automatically without requiring doing manual installation.
