Configure ability of adapter to return the raw vuln result (disable it)

Until Harbor is able to display the raw result, returning it only adds latency.

The adapter should, by default, only return the Harbor vuln report type (and update its metadata appropriately). A flag will be added in the adapter config to advertise and support the raw report format as well, but it will be set to false by default.
