I would say, IF has a lower priority, because your samples can be rewritten to:

if 1==1 ((call;) & echo #1)

if 1==1 (call) || echo #13

No, a higher priority means the if does execute earlier and then everything else to the right of it.
So all if's here does execute first no matter what the condition it has.

If you want to change the priority, then you have to use parentheses around the if keyword and expression:

( if .... ) & ...
