Add anira-web

This PR adds several things:

• Manual thread management, instead of using the thread pool
• Compiling to Wasm using Emscripten, with emscripten bindings (and bundling it with a static build of onnxruntime)
• A Typescript package that serves as a wrapper around anira, called anira-web
• Updated Docs to include relevant info on anira-web

Next steps:

• Deploy anira-web-example github pages: ✅ (see https://anira-project.github.io/anira-web-example)
• Create an npm account ✅
• Update anira-web-example to use the anira-web published to npm ✅
• Link them in these docs ✅
• Merge this PR
• Run the github action for publishing to npm
