In https://github.com/ankitects/rust-url/blob/main/percent_encoding/Cargo.toml percent-encoding-iri is still named percent-encoding

Arch-based repo using the PKGBUILD from standard ArchLinux

It looks like a cargo issue or something with the Arch package. You might be able to work around it by switching Cargo.toml to use the official percent-encoding crate or pointing it to a local checkout of this branch: https://github.com/ankitects/rust-url/tree/ascii

We're planning to publish the fork or replace the git dependency in the future: ankitects/rust-url#1
