chore(bioreactor-v1): bump runtime pin to 0.1.34

0.1.34 passes provider-reported ADPP health through
/v0/providers/health (anolishq/anolis#185): degraded flag,
failed_device_count, per-device reported metrics/last_seen, and
probe-failed expected devices surfaced with registered: false.
